Merchant, born in Belas, he was son of Filipe Martins and Brígida Fernandes. In 1621, he was over 40 years old, he was married and lived in Macau.

He supported the formalisation of the Macau-Manila travel in 1621. In the same year, he opposed to the Society of Jesus on the issue of Ilha Verde. In 1622, he supported the Society of Jesus in the election of the Governor of the Bishopric of China, in opposition to Friar António do Rosário. He is referred to in the inhabitants' list of 1625 («Lista De La gente Efetiua que Ay Em esta Ciudade Assy, Visinos Como Estrauagantes forasteros e gente De lla tierra») as belonging to the parish of Sé. He was Clerk in Santa Casa da Misericórdia of Macau in 1630.

In 1635, as Alderman, he participated in the debate of 1631-1637 on the new type of election for travel Administrator to Japan, which was imposed by the Viceroy Count of Linhares upon suggestion by the Chief Judge Sebastião Soares Pais.

In 1641, he integrated the group of the twenty oldest and most prominent citizens of Macao.

He signed the Term of May 31st, 1642 on the occasion of the acclamation of Dom João IV in Macao. He participated in the municipal meeting that elected the associate Procurators of the people in 1643.

He stood out in the contradiction in which the Governor of the Bishopric of China, Friar Bento de Cristo, opposed to the Commissaries of the Holy Office, Father Gaspar Luís and Father Gaspar do Amaral.

He participated in the debate of 1645-1646 on sending an Embassy to Japan.
