Merchant established in Macao in the first half of the 17th century, he was son of Cosme Rodrigues and Illena Vicente. He is referred to in "Lista De La gente Efetiua que Ay Em esta Ciudade Assy, Vizinos Como estrauagantes forasteros E gente De lla tierra" of this year as being a "local man" and resident in the parish of Sé. He held several public positions in the city, serving as Clerk in Santa Casa da Misericórdia of Macao and Commodore for the journey to Japan.

He integrated the circle of the Elected and Associates of the decade of the 1630s. He participated in the debate of 1631-1637 on the new type of election for travel Administrator to Japan, which was imposed by Viceroy Count of Linhares upon suggestion of the Chief Judge Sebastião Soares Pais.
